He received his J.D. from the University of Baltimore School of Law and was admitted to the Maryland Court of Appeals in 1977. He is also a member of the D.C. Court of Appeals and was admitted to practice before the U.S. Supreme Court in 1981.

Frank’s early legal career was at the Social Security Administration National Headquarters in Woodlawn thus giving him insider experience with the Social Security Disability process. Upon entering semi-retirement, Frank is no longer accepting Social Security Disability cases. However, he is always happy to help provide prospective claimants with information for several attorneys he has trained in this area of law throughout his career to further help potential claimants evaluate their cases.

Frank's Retirement Message

After 46 years of active practice in the legal professional I have decided that in 2023 I will begin my gradual retirement process. My son Matthew, who has worked with me the last 13 years, will assume the daily operations of our office. All new probate matters will be handled by him. I will continue to work on, and close out, all of the matters that I have started. If I am your guardian or power of attorney, I will maintain that role. I will also serve as Personal Representative in all wills where appointed. I plan to do estate planning (Last Will and Testament, Durable Power of Attorney, Advance Medical Directive, Life Estate Deed) on a reduced schedule.

All of this is with the goal of allowing me more time to spend with my family, especially my four grandchildren. My wife, Mary Carol, and I have talked for the last few years about visiting Europe and the Czech Republic and this will finally give us the opportunity to do so. I have cherished and have been honored that so many individuals have entrusted me with their legal matters for more than four decades. Be assured that the dedication and service that you have received from our office in the past will continue under Matt’s leadership.
